Procedures – Start of the Game

NHL Style Puck Drop

A Hockey Canada official dropping the puck at the beginning of the game does not signal to the goalies, only to the timekeeper, and does not blow his whistle. You will likely see a high level referee do that, where goal judges signal their presence by flicking on the goal lamp. Blowing the whistle is part of the line change procedure and since both teams should have their starting line-up on the ice, there are no changes, therefore no whistle, as demonstrated by Bill.
